Rockson Dafeamekpor has defended the establishment of Operation Recover All Loot (ORAL) as a crucial measure to fulfil the government’s mandate of accountability.
The MP for South Dayi stressed that ORAL is a policy designed to recover state resources unlawfully appropriated, a promise central to President Mahama’s electoral campaign in an interview on Good Morning Ghana monitored by MyNewsGH.
“President Mahama made it clear that if given the mandate, he would ensure all looted state properties are reclaimed. This resonated deeply with the electorate and contributed significantly to his victory,” Dafeamekpor stated.
He acknowledged concerns about the duplication of roles with existing institutions but argued that ORAL complements their efforts, particularly during the transitional period when new appointees have not fully assumed office.
According to him, ORAL gathers evidence and lays the groundwork for prosecutorial bodies like the Attorney General’s Department.
Dafeamekpor refuted claims of ORAL being unconstitutional, referencing the Presidential Transition Act as the legal basis for its establishment.
He criticized detractors, including fellow lawyer and MP John Duku, for their misunderstanding of the law.
“John Duku, my law school roommate, got it wrong this time. The Transition Act provides the authority for the President-elect to appoint transitional teams and committees,” he clarified.
He also addressed allegations of excesses, asserting that ORAL’s operations have been measured and evidence-driven.
“ORAL has no prosecutorial powers. It simply gathers evidence and forwards it to the appropriate agencies. This is not an overreach but a responsible government initiative,” he said.
