The Free Senior High School (SHS) policy, one of Ghana’s most significant educational reforms, continues to spark intense debates, with Professor Akosua Adomako Ampofo of the University of Ghana raising concerns about its sustainability and unintended consequences.
Speaking on JoyNews’ Newsfile monitored by MyNewsGH, she questioned the program’s financial feasibility and its impact on both higher education and pressing social issues within schools.
Prof. Ampofo highlighted the strain the policy places on tertiary institutions, which are already grappling with funding challenges.
“Let’s say the government is planning to provide money to the universities,” she stated. “We know that subsidies and what the government currently pays to universities are basically salaries.
“So where are the universities expected to get the money to take care of these millions of students who will flood our campuses for higher education?”
Her remarks underscore the pressure universities face as they brace for an influx of Free SHS graduates without the resources to expand facilities, hire staff, or maintain academic standards.
Beyond the financial strain, Prof. Ampofo expressed grave concerns about the social challenges exacerbated by the policy, particularly regarding the safety of students in secondary and junior high schools.
“Research shows sexual harassment and rape are major issues in both SHS and JHS,” she revealed.
“These cases are often brushed aside, settled out of court, or ignored entirely. We need boldness and resources to confront these problems.”
