Sammi Awuku calls for stricter laws to curb illegal lottery operations

Former Director-General of the National Lottery Authority (NLA) and Member of Parliament for Akuapem North, Samuel Awuku, has called for urgent reforms in Ghana’s lottery sector, urging Parliament to tighten regulations against illegal lottery operators and ensure that proceeds from legal operations are optimally utilised for national development.

Speaking on the floor of Parliament, Awuku revealed that illegal lottery activities account for approximately 60% of Ghana’s lottery market, depriving the state of millions in revenue annually.

He noted that the current penalties under the National Lotto Act, 2006 (Act 722) are insufficient to deter illegal operators, as they can afford to pay fines and return to their activities.

“The proliferation of unlicensed operations denies the state millions of cedis in revenue every year. Unfortunately, the existing law imposes fines or short-term imprisonment, which have not been deterrent enough. I urge this House to consider amendments to impose stricter punishments, including higher fines and longer jail terms, to curb these illegal operations,” he stated.

Awuku further proposed that assets acquired through unlawful lottery activities should be confiscated and redirected to support NLA operations.

He cited global examples where properly regulated lotteries contribute significantly to social interventions, including education, healthcare, and sports development.

The former NLA boss also advocated for tax incentives to encourage compliance and increase government revenue.

He argued that by streamlining operations and addressing inefficiencies, the NLA could generate over GHS 600 million annually.

“Many companies in Ghana receive tax incentives, yet the lottery sector, which has the potential to generate significant revenue, has been overlooked. Providing structured tax incentives will not only formalise illegal operators but also enhance revenue collection,” he added.

Awuku concluded by urging Parliament to reform the management of lottery proceeds, ensuring they are directed toward critical sectors such as health, education, and youth development.

He stressed that these measures, if properly implemented, would maximise the benefits of the lottery sector for all Ghanaians.
