The Majority Caucus in Aprliament has in formal memo addressed to the Speaker of Parliament, Alban Bagbin, requested an urgent meeting of Parliament.
The memo, issued under Article 112(3) of the 1992 Constitution and Order 53 of the Standing Orders of Parliament, emphasises the importance of reconvening the House to address critical national issues that require immediate attention.
The memo states: “Respectfully, on behalf of myself ( Habib Iddrisu) and the requisite number of Members of Parliament from the Majority Caucus, I have the honour to address you on a matter of utmost national importance.”
Citing Article 112(3) of the Constitution, the letter highlights that “notwithstanding any other provision of this article, fifteen per cent of members of Parliament may request a meeting of Parliament; and the Speaker shall, within seven days after the receipt of the request, summon Parliament.”
“Despite any other provision, 15% of the Members of Parliament may request a meeting of Parliament and the Speaker shall, within seven days after the receipt of the request, summon Parliament,” the memo added.
The memo also outlines key “urgent matters for consideration,” which include discussions on request for tax exemptions for designated beneficiaries under the One District, One Factory Programme, approval of a Ghana Financial Stability Fund in collaboration with the International Development Association for a facility of $250 million as well as deliberation on several crucial bills.
“We wish to emphasise that this request is made in utmost good faith and in the national interest, to enable the government to discharge its constitutional and democratic obligations to the people of Ghana. The matters outlined herein are of pressing importance and require the urgent attention of Parliament.”
The memo also draws attention to Standing Order 58(4), which grants the Speaker the authority to summon Parliament during emergencies without adhering to the typical 14-day notice period.
“The Speaker shall summon Parliament within a period determined by the Speaker and the requirement for a fourteen-day notice shall not apply where there is an emergency”.
