The spokesperson of the Ministry of Youth and Sports (MoYS), Charles Amofa, has issued a clarification following a controversy surrounding payments to the Ghana Broadcasting Corporation (GBC) for coverage of the 13th African Games.
Speaking on the Asaase Breakfast Show (ABS) on Wednesday (21 August), Amofa confirmed that the ministry had indeed paid GBC in excess of US$3 million for its services during the games.
He emphasised that the payment was in line with a previously agreed-upon contract.
“Per the agreement, with US$3.6 million, the first trench that was paid to GBC was US$1 million, that was on the 13 March during the African Games. The second trench of US$1.5 million was also effected to GBC and then the last trench of money, that’s US$1 million, was based on instructions per correspondents from GBC for the ministry to pay a third party,” Amofa said.
“So for the minister to say that yes, [the] ministry has paid in excess of US$3.5 million, he was right.”
He explained that the ministry had no direct contractual relationship with the three production companies—PGS, Quality Media Production S.L., and The Production Room—that GBC had outsourced technical production.
The ministry’s payments were made solely to GBC, and the subsequent distribution of funds within the broadcasting corporation was a matter for GBC to handle.
“We at the ministry have no obligation or have no contract with any third party; any third party that comes in will be the sole prerogative of the GBC or the state broadcaster,” he said.
“If you look at the statement clearly, it says that GBC benefited or was entitled to US$105,000, meaning that payments were effected. As to the disbursement, that is the sole prerogative of the state broadcaster; the ministry does not come into this disbursement process.”
