Accra: Experts in Africa, Ukraine call for reform of UN security systems

A group of experts in Africa and Ukraine have called for a reform of the United Nations’s (UN) international security systems following the escalation of Russia’s invasion of Ukraine into a full-scale war in 2022.

According to the experts, delays by the United Nations Security Council (UNSC) in implementing systematic UN reforms to overcome the UNSC members’ veto rights if not addressed quickly will likely further deteriorate global security and humanitarian conditions.

The experts were drawn from the Institute of Justice and Reconciliation, the Desmond and Leah Tutu Legacy Foundation, the Democratic Institute Foundation (DIF), and the Ukrainian Association of South Africa (UAZA).

Speaking at a seminar held under the theme “African Peace Mission and the Ukraine Peace Formula: Regional Security, Nuclear Safety, and Human Rights Perspectives” at the University of Ghana (UG) Campus, Professor Tim Murithi, head of the Peacebuilding Interventions Programme at the Institute of Justice and Reconciliation (IJR) was of the view that the UN Security Council is “porous”, a reason for Russia’s invasion of Ukraine,

Prof Murithi added that the “imbalance created by the veto rights” of the permanent members of the UNSC has also allowed major powers to use force despite claiming to uphold an international system of global governance based on rules.

The experts are, however, calling for activation of Article 109 of the UN Charter which will ensure a balance between the UN General Assembly and the UN Security Council and also granting UNGA resolutions more authority to overcome the veto power of the UNSC members.

The seminar was organised by the Institute of Justice and Reconciliation, the Desmond and Leah Tutu Legacy Foundation, the Democratic Institute Foundation (DIF), and the Ukrainian Association of South Africa (UAZA) in partnership with a not-for-profit organization operating in Ghana, Penplusbytes.

In attendance were academics, experts, students and legal practitioners. The seminar was briefly used to engage in conversations on nuclear safety and the forceful deportation of children.
