Kwame Blay denies land dispute accusations by SINO Africa

CEO of Western Group, Kwame Blay, has strongly denied allegations of land theft levelled against him by SINO Africa, a company owned by Joseph Siaw Agyepong of Zoomlion.

The accusations centre on a 29-acre property in Borteyman, Accra, which Blay insists was legally acquired by his company, Terraform Development Ltd.  

In a statement, Blay called the accusations “unfounded and deeply misleading,” accusing SINO Africa of distorting the facts to sway public opinion.

According to Blay, the 29-acre land in question was legally acquired by his company, Terraform Development Ltd., from Royal Bell Investment Ltd., with all necessary legal and financial processes duly completed. 

Background to the dispute  

SINO Africa initiated a lawsuit in 2021, claiming ownership of the land, despite its registration under three different titles since 2008.

The property, originally owned by the Nii Abotsi Borlabi family, was later transferred to Royal Bell Investments before being acquired by Terraform Development.  

Terraform Development had already begun construction, including the erection of a perimeter wall, when the legal action commenced.

Blay alleges that his company has since faced harassment, including attacks by land guards who dismantled the perimeter wall, reportedly under instructions from SINO Africa.  

Failed amicable resolution

Efforts to resolve the dispute amicably proved unsuccessful. Blay claimed that Joseph Siaw Agyepong demanded US$12 million, the chairmanship of the project, and introductions to investors as conditions for resolution. 

“These demands were neither fair nor legally grounded, so we had no choice but to reject them outright,” Blay stated.  

Court ruling and ongoing appeal

The High Court ruled in favour of Terraform Development, affirming its ownership and issuing an injunction against SINO Africa to prevent further interference.

The Nungua Stool, the original landowners, testified in support of Terraform Development, confirming they never sold the property to SINO Africa.  

SINO Africa has appealed the decision, and while the legal process continues, the court has maintained Terraform Development’s possession of the property.  

A politicised narrative?

Blay criticised attempts to politicise the issue, emphasising that it is a legal dispute between private entities. 

He also condemned efforts to associate the matter with his father, former national chairman of the New Patriotic Party (NPP), Freddie Blay, labelling such tactics as distractions.  

“This is not a political matter but a straightforward legal case,” Blay said. “As citizens, we must all respect the rule of law, regardless of status or influence.”
