NDC’s “one-three-three model” is not tenable, says Hayford Mensah Ayerakwa

Development economist Hayford Mensah Ayerakwa has expressed scepticism about the National Democratic Congress’s (NDC) proposed “one-three-three” employment model, describing it as unfeasible. 

The model, which envisions one job shared by three people across three shifts, forms part of the NDC’s 24-hour economic policy aimed at boosting Ghana’s economic prospects.

Speaking on Asaase Radio’s Big Bulletin on Monday (26 August), Ayerakwa argued that it is not the government’s role to absorb all unemployed youth but rather to create an environment conducive to private sector growth.

“It is really not the responsibility of [the] government to be the one absorbing all these unemployed youth,” Ayerakwa stated. “The government’s responsibility is to ensure that it creates the enabling environment for [the] private sector to thrive and once that thrives, that will trickle down.”

Ayerakwa further explained that employment is driven by demand, and without generating demand, the private sector cannot be expected to adopt the one-three-three model effectively.

“Employment is a function of demand so to ask the private sector or encourage the private sector to operate a one-three-three model is simply, in my opinion, not tenable,” he said. 

“If there is demand for their service or their product, they (the private sector) will automatically respond either by increasing the number of hours of engagement or getting additional hands to support, to meet the demand.”

“So if the demand has not been created, how do you then say that you are actually going to use that model to create jobs? So there needs to be some gap for me looking at that policy.”

Ayerakwa also urged Ghanaians to scrutinise the promises of both the NDC and the ruling New Patriotic Party (NPP) to determine which offers real potential for economic improvement.

“We need to start interrogating all the promises from both angles, both the NPP and the NDC and see where we can actually see potential,” he advised.
