Ketu North MCE accounts for $1 Million  per constituency cash

The  Municipal Chief Executive(MCE) of Ketu North,  Anthony Komla Avorgbedor, has revealed how the $1 million per constituency budget was utilized in his constituency.

During TV3’s Community Manifesto, one of the constituents questioned the MCE about the $1 million promised by the ruling government for every constituency.

In response to the question, Anthony Avorgbedor stated that part of the $1 million was used to purchase an ambulance for the constituency and also build a warehouse for farmers to store their produce.

It would be recalled that in 2019,  Ketu North Municipal Warehouse under the ‘One district, one warehouse’ project was launched.

According to reports, the warehouse was built to modernize agriculture and improve food security, by reducing post-harvest losses which usually affect the returns of farmers.

This project was reportedly constructed to stabilize food prices as farmers will not be forced to sell all their farm produce at giveaway prices as a result of a lack of storage facilities.

While addressing the gathered crowd, Anthony Avorgbedor said; “It was not a promise that $1 million will be sent to every constituency. We used part of the $1 million dollars to buy ambulances for the constituency, which was 1 constituency, 1 ambulance. Part of the money was used to build a warehouse”.

Background

In 2017, the president of the Republic, Akufo-Addo promised every constituency $1 Million for developmental projects.

The one million dollars per constituency is a policy by the government under the infrastructure for Poverty Eradication Programme (IPEP).

Under IPEP, each of the 275 constituencies is allocated the equivalence of US$1 million annually to be invested in infrastructure development initiatives of their choice, managed and implemented by the three development authorities (Northern Development Authority, Middle Belt Development Authority and Coastal Development Authority), under the office of the president, supervised by the Minister responsible for Special Development Initiatives.

Since 2017, there has been budgetary allocation for every constituency in the country. However, due to the time it took to establish the three development authorities, the one million dollars per constituency has been temporarily administered through the minister for Special Development Initiatives.

The three development authorities have since been established by an act of parliament, and, fully operational, therefore, the government has issued commencement letters to cover the full amount of cedi equivalence of 1 million US dollars to all three Development Authorities to commence the implementation of constituency specific infrastructure needs.

In July the Minister of Finance (MoF) granted the letters of commencement to the three Development Authorities in the country to commence full implementation of the $1 million per constituency pledge under the Infrastructure for Poverty Eradication Programme (IPEP).
