Joseph Cudjoe to media: Hold all 175 public enterprises accountable

The Minister for Public Enterprises, Joseph Cudjoe is urging the public and the media to hold all state enterprises accountable, not just the prominent ones like the Electricity Company of Ghana (ECG) and COCOBOD.

Addressing the media on Thursday 15 August, the minister insisted that all 175 public enterprises in Ghana should be examined to ensure they are signing performance contracts and preparing audited accounts.

“If you’re not signing performance contracts what does it mean? It is a certain group of Ghanaians working with your taxes, don’t want to be monitored in terms of performance. So I leave a message that the media and the public should be interested in the companies that are not signing performance contracts and be asking questions, ‘Why are you not signing performance contracts?”

” Recently, the president even made a declaration to charge them to sign performance contracts. It improved their VAT. We shouldn’t overly be interested in ECG, COCOBOD out of 175. Let’s be interested in all,” Cudjoe said.

Also, the director general of the State Interests and Governance Authority (SIGA), John Boadu, highlighted significant improvements in the transparency and accountability of public enterprises in Ghana.

Boadu revealed that oversight mechanisms have led to substantial progress in the auditing of state-owned enterprises (SOEs), which is crucial for assessing their profitability and contributions to the nation’s economy.

“Before you can even assess the profitability of an entity, they must report not just reports but audited reports that are verifiable, concrete, and acceptable, and if you check the data, you realise that in 2016, only two out of the 175 entities presented their audited reports.

“So all these questions that you were asking if we have not had SIGA in place, which so far has been able to move to close to even as we speak now we’re talking about 55 but by the end of the year, you’ll clearly see that almost 130 specified entities (SEs) out of the 175 have been audited by the auditor general.”

This, he explained, has shown and given rise to massive transparency and accountability for the people of Ghana.

“There was a question about profitability, just the contribution to GDP in 2020 was around 50 billion; by 2022, it had risen to 419 billion, and because, in terms of reporting the activities, and getting their audited financial statements, we can capture and know their contribution to GDP. Hitherto, we weren’t having it,” Boadu added.
