President of Policy Think Tank, IMANI Africa, Franklin Cudjoe, has questioned the relevance of Kelni-GVG which is being paid an amount of $1.5 million monthly since 2018 for no work done.
Speaking at a forum where elections and anti-corruption were being discussed, he indicated that since 2018 that Kelni-GVG was contracted by the government to check telecommunication theft, there has not been a single report produced by the entity on the telecommunication theft in the country.
To him, the country is being shortchanged by the deal as there is no value for money.
“A Deputy Minister in this administration will call me at midnight and say Franklin there is a contract between the Finance Minister and Communications Minister and cabinet doesn’t even know the details but it’s going to pass so get it. I got it at midnight and we got to work. That is how come we got to know about Kelni-GVG.
The process was shambolic, the entire procurement process was an aberration really and I thought that…One of the things I really suspected from my good friend Ursula and Ken and they rammed through this whole thing. As we speak, Kelni-GVG was supposed to do what? catch telecom revenue thieves.
The Idea was that telecommunications companies were stealing revenues so there was the need to monitor them. That contract was $176 million and as we speak we’ve been paying $1.5 million every month since 2018 and we’ve not seen a single report of how many telecom thieves have been caught, how much money has been saved for the state and why we should continue paying that reclusive entity private sector actor $1.5 million every month,” he said.
