The managing director of Shelter Afrique Development Bank, Thierno Habib Hann has said Africa can eradicate slums by formulating legislation with the support of the private sector.
Habib Hann believes Africa can emulate the example of India in using legislation to eradicate slums in major cities through public-private partnerships (PPP).
He argues that such arrangements have resulted in creating jobs, enhancing security and improving the appearance of the city.
Speaking on the Asaase Breakfast Show on Thursday (18 July), Habib Hann said developing real estate could be a major catalyst for socio-economic development.
“When I’m landing in Accra, Lagos, Conakry, Nairobi, anywhere in Africa you have the same sort of constructions (slums) in the middle of the city, so I think we have a major work to do within our cities, and this is what India once more has been successful at,” he said.
“So in Mumbai what they have done is identify a slum area and have legislation to eradicate slums. So that legislation is a public-private partnership framework where you bring on board the local government, slum dwellers association and then a developer who has experience in building affordable homes and financiers.”
Habib Hann added, “So what they have done is identify the slum area, clean the area, and move the slum dwellers into temporary housing for maybe six months to give the developer time to build high-rise building and release a big chunk of the land for other development purpose and recoup their investment…”
