Vice-President and presidential candidate of the New Patriotic Party (NPP), Mahamudu Bawumia has urged the Ministry of Roads and Highways (MoRH) to consider implementing a broad-based tolling system.
Bawumia’s comments follow Finance Minister Mohammed Amin Adam‘s announcement during the 2024 Mid-Year Budget Review in Parliament on Tuesday (23 July), where he outlined plans to reintroduce road tolls in 2025.
Speaking at a high-level expert panel discussion as part of the 50th anniversary of the Ghana Highways Authority (GHA) on Wednesday (7 August), Bawumia highlighted the shortcomings of the current tolling system, which often excludes high-income areas, resulting in an uneven distribution of the toll burden.
“If we are going into tolling, we need to think about broad-based tolling,” he said.
“The current architecture that we have in tolling really tends to exclude even the wealthier parts of the population. So, if I live in Cantonments, East Legon [and] Ridge, which are the high-end neighbourhoods, I will not see a toll, but if I live in Kasoa or somewhere else, I’m likely to meet a toll on the way.”
Bawumia stressed the need for a more inclusive tolling system. “There seems to be an inequity in tolling, and I believe that we should look at broad-based tolling,” the NPP presidential candidate stated.
“Why shouldn’t everybody pay? We should be thinking about methods that we could make the tolling more broad-based. Then we all contribute to it and the revenue will be much higher.”
